Despite the different box designs, all starter decks contain the same cards: 4 foil rares and then a 46-card deck (including 2 additional foil cards). It appears they perhaps intended the 46-card decks to be randomized (as they’re wrapped separately from the 4 rares), but they aren’t, although one of the two foil cards in the deck does appear to be semi-randomized.
