The starter decks come with 12 fixed cards and 60 random cards, broken into a 20-card randomized problem deck (criminal and clue cards) and a 40-card randomized main deck (detective, event, and gadget cards).

The problem deck includes 13 random common, 5 random uncommon, and 2 random rare cards. The main deck includes 23 random common, 14 random uncommon, and 3 random rare cards. Duplicates are possible within the randomized decks.
